access - depending on whether there is something configured there and
not just read.

I don't have an up-to-date picture of how the LPI ends up at a local
GICC in the end. Is the GICD still involved (that "L" for "local" in LPI
speaks against that)? Then you may also need to assign the related GICD
interrupt number to the non-root cell.
