As I understand Commons (correct me if I am wrong), as a jakarta 
committer (alexandria), I am allowed to commit code to the sandbox.  If 
this is the case, there has been a very excellent thread over on 
general@jakarta about CJAN, the java equivalent of CPAN.

I also understand the sandbox to NOT need a proposal.  Is this the case?

With that discussion, I have been spurred to start something to help 
this CJAN concept take off.  I envision it as an optional ant task with 
some XML based config files for repository information.

I am going to do it in the sandbox until I see it work and like it and 
can push other people toward it.  After it becomes a little more clear, 
I will propose it to Commons.
