If you are willing to look outside of current Apache projects, you may want to
take a look at the Zeus project on Enhydra.Org at
http://zeua.enhydra.org/
It's open source and moving rapidly with a strong developer community lead
by Brett McLaughlin, the author of the O'Reilly book Java and XML, cofounder
of JDOM, and active participant in many Apache projects.
