[VOTE] Digester to Commons Proper?

The Digester module (useful, among other things, for reading XML-based
configuration files) from Struts is currently in the sandbox, along with
the usual Commons proposal document.  Enough people are interested in
using it that I'd like to move it over to jakarta-commons proper, and
continue work there.

The timing is also appropriate because CJAN wants to have some 0.1-level
releases to play with.
