I have set the classpath for both Junit.jar as well as
commons-cactus.jar.But it seems to be throwing same Exception.

I guess that your classpath is not set up to reflect where junit.jar and
cactus.jar is located. It is a simple error.
If you are using JBuilder, go to Project Properties and check whether you
have the correct source and libraries set up.
