[VOTE] httpclient 0.9 release

I, and I hope others, would like to see a release of httpclient before the
refactoring changes are integrated back into the main trunk.  This is purely
from the perspective that I have written code against the main trunk, and I
would like to have a release that supports what is currently there until I
can get back to it to change to whatever API we end up with.  I am willing
to be the release manager.
