By my count there are 11 committers for the HTTP Client component (namely 
the 7 listed in the STATUS.html file, plus Dirk, Scott, Vincent and Doug), 
which means 6 votes would constitute a simple majority.

Since the proposed release plan for HTTP Client 1.0 has received five 
positive votes (four +1, one +0) and no negative votes at all, and several 
of the outstanding committers have either never submitted a vote to 
jakarta-commons at all, or expressed support for an informal plan very 
similar to the 1.0 release plan, I think it's pretty safe to tentatively 
call the 1.0 release plan accepted.

As stated in the initial call for votes, the voting period will officially 
end at 23:59:59 GMT on Tuesday 4 September 2001, or when a clear majority 
has been established, so those who have not voted should still feel free to 
do so. But in the interest of making quick progress, I'll proceed with the 
next phase of the release plan, calling for a vote to determine the 
"in-scope" features/changes for Release 1.0.  (If we suddenly and 
unexpectedly get 6 -1 votes, then I guess that plan will need to be 
scrapped.)

We're still seeking a formal release manager for release 1.0, by the way.

As promised, I'll follow up with a ballot on which 
changes/enchanements/bug-fixes should be added or removed from the current 
Slide and/or main-branch code base for the 1.0 release.
