Issue 33: wrong offset of bits in option_reg bits (12-bits core)

New issue report by robhamerling:
In the device files of some 12-bits core PICs the bits of the option_reg
have wrong offsets.
Applies to 16F506. Other devices to be checked.
Other NMMRs have also to be checked for a similar defect.
