New issue 57 by robhamerling: Program memory size of 18Fs in device files

The JalPragm.txt file of the compiler does not specify the units for
"pragma code". For the *18F* PICs the Jallib device files appear to specify
twice the amount of available program memory of the original JalV2 chipdef
files. It seems the Jallib device files specification is in bytes, while
the compiler specifications are in words.
Kyle must tell us the correct specification and update the compiler docs
accordingly.
