What is the advantage?

I like to keep closely related things together and less-related things
separated. Format.jal has been around forever and supports more
complex formatting of numbers. Advanced formatting feature should be
added there. Print.jal has no formatting capabilities (unless you
count the base). The name (format vs print) makes a clear distinct and
makes it easier to recall the parameters required.

A reworked formatting library is long overdue. The current one doen't
handle n_tot right in all cases iirc.
It would be nice if this was fixed and extended.
