constants

Currently chipdef_jallib.jal contains a number of constant definitions
which are related to specific libraries. This is an undesired situation,
since these constants have no relation to the device files.
Another issue with this situation is: chipdef_jallib.jal is (re-)generated
with the device files. When a library developer needs to add or change a
constant the constant must be added to the dev2jal script, the script must
be run and a new set of device files is generated.
It is desirable to uncouple the library constant from the device file
generation process. A separate file (e.g. constants_jallib.jal) should be
created and the library-related constants moved from chipdef_jallib.jal to
this new file.
This new file can be included by chipdef_jallib.jal of by a device file, or
by the application program.
