Even a very basic installation of Debian brings minix support. I can't say 
anything about CentOS, however. 

There does not have to be a mkfs.minix file, it may well be that CentOS ships a 
mkfs-utility that directly implements certain filesystems without using helper 
programs. Try mkfs -t minix
