We can make a forum.justanotherlanguage.org easily, and I hope others would 
contribute.

A mirrored SVN would be ok with me. Obviously we would continue using the 
google SVN for the package. I'm not sure how to do it, so I don't know the 
risks.

Does phpbb have a mailing list module? When I last made a forum, it was 
hard to find this feature but there are some forum packages that have 
modules for this.

I don't think there would be any issue with giving you backup copies of the 
site data.
