Just had a look at the datasheet: 16f628 really can count 50MHz on TMR0 when 
using the prescaler. 12f1572 can not, perhaps due to reduced power ratings.

 T1G stands for "Timer One Gate", and it can be
 used to measure low frequencies within one cycle of the
 frequency to measure. It is no good for counting high
 frequencies. You need to use T1CKI pin for that purpose.
