Update of pic2jal.py script for solving compiler issue #14
Device files now have a new pragma 'inst' if iti is needed to pass on the
instruction set to the compiler for solving compiler issue #14.
Note that the pragma 'numbanks' is no longer available since it is replaced by
the pragma 'inst'.
