What do you mean by "hitting"? What's the presumed goal? Put an export ban on 
open source software? That wouldn't be a problem I think. The repositories 
would move out of the US altoghether, OSS wouldn't lose anything, but the U.S 
government would lose, not gain, influence.

I still don't see the point, and I also see very little relationship between 
the two articles.
