I was just browsing the JavaMail javadocs, and lo and behold, there's
javax.mail.internet.MailDateFormat.  It does...

 "Formats and parses date specification based on the
draft-ietf-drums-msg-fmt-08 dated January 26, 2000. This is a followup spec
to RFC822."

The class extends SimpleDateFormat, so I think it'd be pretty easy to use.
Is there a good reason to hold onto RFC822Date and RFC822DateFormat,
especially considering we were still having localization issues?
