Redirect was, in my mind at least, supposed to form part of more complex
behavior, either as a superclass of a specific kind of re-direction or as
part of a processor offering multiple actions, such as aliasing, listserving
and archiving.

When I wrote it it seemed that pass through would be the more acceptable
default, but perhaps it should GHOST them by default.
