I've spotted this in remote delivery:

I wonder if we shouldn't assume that it is a transient error unless we can
prove otherwise.
I would tend to assume that the errors he reports (and others have seen)
"connection time out" "connection refused" and "no route to host"
would be permanent, but they might equally well be the result of heavy load
on the recipient server or network problems.
