For me, I can say that when I make a change to the build.xml and the
build was in a fully functional state (produced a working james.sar,
etc.) I test it on my test (as opposed to dev) box before checking it
in.  If I already know the build is not working I'm more likely to check
in intermediate fixes (i.e. removing the double inclusion directives for
mail_1_2.jar and activation.jar) without fixing the pre-existing
problem.
