deluser [username], where username doesn't exist, gives an erroneous success message

Ok, confirmed that the actual problem still exists in the current code base.  
I've got a patch, but as I don't think resolving this problem merits breaking 
code freeze I'm not going to post it for a vote.  Will be applied post-2.1.
