I'll have to check the spec to confirm, but I think what James should be doing
is generating and adding a Message-ID header to messages if it receives one
without it.

Note that Message-ID is supposed to be globally unique, but mail servers often
send the same message with the same Message-ID in different sessions for
different recipients.  This is kosher, and I'm not sure what implications this
would have for how you were expecting to be using the unique ID.
