Matt,
In the root of the jakarta-james module is a build.xml (along with the build
scripts). You can look in build.xml for the valid targets. However, here
are a few:
./build.sh -- does a build
./build.sh clean -- cleans up
./build.sh dist -- builds everything and packages a distribution
As for testing ... I haven't looked at that code, nor do I know if anyone
has worked with it lately. Testing is one of the areas most in need of
systemic work. Danny and Harmeet each started work on some testing code.
I've used an external test tool to drive James from the outside.

cd tests
ant test
Build fails trying to find Junit. What does everyone else do to run the
tests from a clean build?
