RemoteDelivery changes

Noel (and everyone),

I just thought about the a6 release, and thought it would be good to get in the patches for RemoteDelivery to prevent the memory leak, provide timeouts, and allow for partial delivery. One fixes a reasonably significant bug, and the others are configuration that should just help (and hopefully not create a leak).

Thoughts about including it in 2.1.1?
