It emits them into the spool for the message pipeline to process. Based upon your description, it sounds as if a matcher or mailet threw an exception, causing the spooler to direct the message to the error repository. Change the spoolmanager and mailet logs to DEBUG (SAR-INF/environment.xml), and you will be able to see which matcher caused which behavior. At that point, we can see what problem needs to be resolved. I am leaving this open, but changing it from the smtpserver to the spool and processors.
