/proposal - what's the status

Hi everyone:

Just did a search through the jakarta-james/proposal/** directories for the extent of files that need to be taken care of in terms of CM-->SM transition. Initial inspection shows 18 files. However - before doing anything - there are some questions:

1. is code in the proposals/ packages "alive-and-well"
2. do proposal sub-packages (imap, rmiremote, etc.) correspond to
anyone in particular (I'm thinking about liaison before fixing)
3. do we care about migration of this content
