MailAddress class accepts addresses with ��� characters

When creating a new MailAddress("[EMAIL PROTECTED]") then this is accepted.

I excepted it to refuse names with characters > 128 in it.

I'm not 100% sure if this is realy a bug, or if such names are still valid.
In case it's not valid, see the attached patch.
