Since the CVS server was compromised and rebuilt 2 years ago, it allows
us to track who hasn't been around lately, and thus change access rights
to emeritus status. As an emeritus committer, the person no longer has
commit access, but can request it back without a vote. If they are
still around and would rather not become emeritus, they're free to -1
this. This is the jakarta policy to my understanding, which I think is
a good model to follow.
I did a grep on the current CVS code, and these accounts have no activity:
duncan, jon, bburns
I proposing moving these 3 to emeritus status.
