[PATCH] Command based list serv Manager

Attached is an updated proposal for an command based list serv Manager.
Included is:
        -- new source code implementation leveraging Noel's new XMLResources
        -- text based resources located outside of the class path to allow for
easier customizing, as well as customizing on a per list basis.
        -- a proposal document which describes the design/goals/features and
limitations of this patch
        -- a cvs diff of the james-config.xml
