I personally, quit using Hotmail about 2 years ago because of QOS (or lack
thereof).  Checkout http://my.lycos.com better reliability than hotmail,
still free of course. ;-)

The following config snippet was taken from the transport processor in
JAMES.conf.xml:

        <mailet match="All" class="RemoteDelivery">
        <outgoing> file://../var/mail/outgoing/ </outgoing>
            <delayTime> 21600000 </delayTime>
            <maxRetries> 5 </maxRetries>
      </mailet>

Note 'delayTime' and 'maxRetries'.  delayTime is the time to wait between
retrying delivery (looks like milli secs to me) and maxRetries is the
maximum number of times to retry before going out for a beer.  Sorry for
"commenting the obvious"!

Well, if I were cynical (which of course I'm not), I would say it's because
it's owned by Microsoft.  But since I'm not cynical, I would just say they
are frequently doing maintenance and have a quality of service problem.

Not much you can do to your mail server.  But again, there should be little
problem... mail servers are designed to handle unavailability, and remote
servers should just retry (as James will).
