Also, I've tried

No connection on any port ...
I can, however, "telnet localhost" sans the port. I hope this means that the
culprit isn't telnet.

that looks as if it's started Ok, try telnet localhost 25
there were some issues with windows telnet and the remote manager, but I
thought they'd been resolved.
