Hi,
  For creating users, just telnet to localhost at port 4555. login as remote
administrator using the account login and password set in your config.xml.
Then type help, that would list you all the commands to add/delete user
etc..

How can I create users using Remote Manager?. Is n't that creation of users
is through editing config file???. The Remote Manager is the option of JAMES
or it is DNS option.

I'm not sure on this, but I thought you had to create users using the Remote
Manager, not by merely editing the config.xml file.
The biggest clue as to what you are doing wrong is going to be in the log
files for James.
Another tip, any time you have a host not found issue, you may have a
problem with your DNS configuration.
