You shouldn't need anything (not ant-optional.jar or any other jar) to run James. You might to compile, but I actually think we're bundling ant at the moment (we're in the throws of redoing the build process). Anyway, should be quick and easy to run it from the binary distribution. Can you expand on the error you're getting.
Been lots of talk about a web interface... I'd start by checking the archives. There's an RMI proposal in CVS, someone had done a telnet-style interface, and I think others may have other approaches... I'm not sure how much was really done.
