Noel,

The main reason we aren't using a list is to maintain tighter control over
who is subscribed and who is not.  Also, several of the forward-to addresses
are also themselves aliases that change somewhat frequently.  We decided it
was easier to have only one place to maintain them (i.e. config.xml.)
