I think the user-store is used for SMTP authentication.

I'm not quite sure why user-store should be tied into the core of James this
way, but I expect there is a reason.
Mail-store may be needed to allow the spool to function.

I would stop trying, after all you're going to gain almost nothing by
removing them.
