I frequently cannot start Java server applications due to other apps grabbing the TCPIP ports. In my case the usual culprits are Trillian and Checkpoint Securemote. Anyway, you can download a free utility called tcpview at http://www.sysinternals.com/ntw2k/source/tcpview.shtml from Sysinternals (http://www.sysinternals.com/) which shows you which processes are using which sockets - very useful.
