Yes you can, there's a section for number of retries and retry delay in the 
RemoteDeliver mailet config. in config.xml

We took the decision to make network errors retry rather than give up in case the 
network resolves itself. After all more people would hate us if every mail you sent 
was immediately returned undeliverable just because of a transient DNS problem. This 
makes it slower to notify you but more resilient.
