With a little help from my Japanese coworker:

PRO no hakobiya = drug smuggler
iraihin = requested items (in this case: drugs)
wake ari = (in this case) illegally

I think the sentence means something like, "Drug smugglers are always
illegally smuggling drugs."

Subject: [Japanese_Language] translation help

Can someone translate this message for me? I have no context, no kanji.

PRO no hakobiya, iraihin wa itsumo WAKE ari.

All I have been able to find is this:

no = possessive particle
hako = box, case
irai = since, after that
wa = topic particle
itsumo = always
ari = ant; (I suspect this is a form of 'aru' - exist, have, but I don't
know what the form is.)
