New Spam List?

Has anybody besides me noticed that the Japhar list is turning into the
new Spam list?  I'm on a lot of lists this list is the only one getting
hit (actually, if the spammers would hit the darwin list it would be
interesting.. :)..  Anyway, could things be changed so that subscribes
are reviewed by a human or something?
