Regarding the restrictions in automake 1.4. The guy working on
automake is aware of the problem and has ideas for getting around it
using something similar to what automake does with automake
conditionals. This is so that the resultant Makefile works with more
than just GNU make. 1.3b was the last to support += conditionally and
non-conditionally I believe.
