AFAIK, cygwin does supply both dlopen and dlclose; I don't understand
why the configure test fails.  In fact, libltdl (from libtool 1.3)
does support both dlopen and LoadLibrary on cygwin (although
LoadLibrary support seems not to be fully functional; minor bugs to be
fixed in release 1.3.3).  It would probably be a wise step to adopt
libltdl in japhar, like I've recently done in Kaffe; dlopening has
become *much* simpler.
