The libtool manual suggests that they should be changed just before a
release. However, since japhar is available for anonymous CVS, you
may prefer to change it more often, for example, whenever a `big'
change is installed.

You'd better read the node ``Updating Version info'' of the libtool
manual, it explains what each of the numbers means, and how you should
change them from one release to another. They're *not*
`major:minor:patch'. If you want something like that, you may prefer
to use `-release' instead of `-version-info'.
