missing "-I..."

"-I$(top_builddir)/libltdl" needs to be added to INCLUDES in both the
arch/Makefile.in and progs/japhar/Makefile.in if --enable-ltdl is
selected in configure.

I can send a patch along if absolutely necessary but it just seemed
like overkill. 

Also, I'm also seeing the MONITOR_getForObject undef after an update
this morning.
