There is a branch on the NSPR CVS hierarchy which enables an
autoconfed configuration environment.  Needs work, but it works fine
for me under both Irix and Linux...

The branch is called: AUTOCONF_NSPR_WIN32_XCOMPILE_19990621_BRANCH

We're using NSPR for a project where portability is a big deal, and it
seems to be doing fine.
