Yes, it's right.

It's an issue of filesystem, btw it will be changed later. Anyway, 
mkdir works on tmpfs of other filesystems, it seems to be a bug within ext2fs.

Yep - the issue in ext2 code, mkdir() works propertly on other filesystems.
