When you change a zone properties file jserv doesn't shutdown, it just
destroys any servlets in the zone and reinitializes the class loader for
that zone. If jserv died then it is usually because the JVM crashed. The
other reason that jserv 1.0b3 exits is when it tries to relaunch the jvm
(if the jvm died) and it can't do this five times in a row, but in this
case it writes a suitable error message to the log file.
