One place or the other is sufficient. In the zone.properties file they can
be reloaded automatically.

This is almost certainly a classpath issue. I was helping someone install
my software and it turned out they forgot to install one of the required
jar files. What we really want is for jserv to add the name of the missing
class to the exception, since then it is usually trivial to figure out
which jar file is missing.
