That's what I thought to begin with but the jserv.properties perms are 664,
owned by root, and the path is for sure correct. 

I'm curious about these errors, too:
 
[26/04/1999 09:22:59:098] (INFO) wrapper: printing debugging information
(command line, env)
[26/04/1999 09:22:59:098] (INFO) wrapper: argument[ 1] /usr/local/java/bin/java
[26/04/1999 09:22:59:098] (INFO) wrapper: argument[ 2] "org.apache.jserv.JServ"
[26/04/1999 09:22:59:098] (INFO) wrapper: argument[ 3]
/home/beardj/src/Apache-JServ-1.0b3/example/jserv.properties

This seems to point to a something else, rather than the jserv.properties
entry.

Are there any other things I can look at that would might provide clues?
