Jon, thanks for the advice, but the problem persists:

I misunderstood the docs and thought that the full path to all
classes needed was supposed to be there. Note that I added these
to the paths that were correct for JSDK and ApacheJServ.jar.

Now: repositories=C:/apache/servlet/
repositories=C:/Foo/
repositories=C:/Foo/foo.jar
