I had the problem earlier this week...

First you should make sure that the CLASSPATH is set correctly to include
the jdk, the jsdk, and ApacheJServ.jar paths.

But that was not my problem.  The ApacheJServ.jar was not compiled and
built correctly.  That due the "make" I was using.  I had to download the
GNU make and rebuild the entire JServ and re-install it.  Only then things
worked properly.
